#3 - Metering Study
The District will perform a study to determine the feasibility and
merits of system-wide metering. As referred, water audit
information can be the basis for studying metering of the system. This
metering study will analyze the benefits and costs associated with
metering the system. This study will include:
- Definition and design of the metering system
- Cost of the meters and the labor to install them
- Schedule for the installation
- Controls and procedures for accounting and billing
- Long-term benefits and costs
While examining the metering of the system, Roy Water Conservancy
District will need to address the issues of pressure regulation and
identify a meter that will work in the water conditions. One
possibility for studying metering would be to do a subdivision test.
Roy Water Conservancy District is aware of a metering project at the
Strawberry Highline Irrigation District and will arrange a "lessons
learned" meeting with them as a starting point for the evaluation of
metering.
Customers will need to be informed of new procedures and processes
followed for the introduction of metering. A starting point for a
metering program might be to immediately meter the systems of severe
abusers and wasters of the District's water. The District
has no desire to be punitive in its actions, but as a last step will
consistently enforce the rules and regulations. The Board of
Trustees will need to develop a series of steps that will be taken to
work with the customers prior to taking the final steps of metering.
